After discussion, the NCBF will no close the 2003 NCBF bank account at this time. The Park Service will electronically refund the $1000 to the 2003 account. Keith will continue to track the old account until we have the refund. Keith is also scheduled to meet with the new Treasurer, Jim Kline, to transfer responsibilities.

Old Business:

Trout Pond: All committee members are waiting until Greg Dice establishes a date with Alan Mullis to construct the pond. The work will be done at Alan’s shop in Woodsboro, Md. Tim Cameron offered to store the pond in his barn during the time it’s not being used.

New Business:

New Board Officers: Alan Mullis officially welcomed the new NCBF Board. They are Chuck Walker, President; Bo Curry, 1st Vice President; Danny Shanz, 2nd Vice President; Jim Kline, Treasurer; and Chuck Hartzman, Secretary. The changes to the website will take place this week. BASS has been notified.

Members of the Federation presented Alan with a jacket highlighting his years of service as founding President with the Federation logo. Thanks you Alan, Christy and Gus for giving us all the hours we have asked of you.

Boy Scout Troup: Richard Branscome, one of the Upper Montgomery County Boy Scout Troop Leaders, requested through Larry Yates, a meeting to work out plans to hold a fishing derby on May 22, 2004 at the Black Hills Park . The meeting will be held on Tuesday, January 20th. Larry and Chuck will be there. If this meeting is successful, the NCBF will assist in putting on a fishing derby for 200 plus Cub and Boy Scouts.

Events Roster: Many members have requested the NCBF develop a projects list for the coming year. Based on 2003, that is a tough assignment because calls for our assistance continue to come in without warning. But, every effort will be made to control sudden, overnight or late calls to the membership for help. We will try to present requests for assistance at least a month in advance. On the other hand, please present ideas, events we can participate in, and events that would benefit the membership, adult and youth.

By-Law Changes: A question was raised concerning a possible change to the bylaws if the NCBF added tournaments to the schedule. It was decided a change was not required because the qualifying tournaments rules and operation did not change.

Membership Campaign: Several options will be presented at the next Board meeting in February. Chuck Walker will review the Associate Membership category to address the increased request to join as associate member. The current associate membership status is being used to get a new boat cover free if you belong to a Federation. That is not the intent of the “associate category”.

State Castingkids Contest: The NCBF board needs to hold a state Castingkids competition between January 2nd and March 15th.  The board is still looking for a place to hold the finals. The Boy Scout Troop leader has been in contact with Debbie and the NCBF youth will assist in the fishing derby if the Board accepts the project.

JR. Grand Nationals: The dates for the Jr. Nationals are April 23 & 25 in Tulsa , Oklahoma .

Grand Nationals: Danny Shantz and the President will be going to the Nationals in Tulsa , OK , April 19th through the 24th. If Alan Mullis’ work on the NCBF Bicentennial Bassmasters Awards program is successful, Alan will be invited to the Grand Nationals.

Budget: The review for the 2004 budget should be prepared for presentation in February.

Calendar 2004: Larry Yates has agreed to continue producing and update the 2004 NCBF calendar. Please keep Larry informed if you become aware of events that should be on the calendar or events impacting NCBF scheduled events. His email is lyates@trucking.org.

Next Meeting: The next NCBF meeting is scheduled for February 17th at the Trinity United Methodist Church in Germantown , Maryland at 7:00 PM .

Adjourned: The meeting was adjourned at 11:50 AM .

Respectfully submitted,

Chuck Walker, President
