. The meeting is on the
3rd Tuesday of each month.

Roll
Call: Alan
Mullis, Chuck
Walker, Bo Curry, Larry Yates, Danny Shanz Jr., Keith Wright, Scott Peterson,
and Dave Hamrick were in attendance.
Treasury
Report: Keith Wright treasurer’s report was presented and
accepted at the meeting.

Business:
Fishing
School
Banquet and Auction: NCBF President Alan Mullis, Christy Mullis, Brian and Chris
Lancaster attended the black-tie awards dinner/banquet for the
Fishing
School
sponsors,
donors and participants that raised funds for the school. He reported the event
was first class and all seemed to enjoy themselves. Alan placed bids on several
items, but soon found that the salary of a Federation President will not allow
him to bid on a ten cent candy bar. To avoid his being embarrassed in the
further, it may be time to give him a raise.
Last
Event of the Year: The
NCBF will hold a fishing event at the
Anacostia
Park
for the kids from the
Metropolitan Police Boys and Girls Club this Sunday the 28th from
8 AM
to
1 PM.
the NCBF will purchase 50 rods and reels to be given
to these kids for future use.
Trout
Pond: Keith
Wright presented Alan with the design and a list of items needed to construct
the portable trout pond. Alan will price out the supplies and report back to the
Board.
Membership Compliance: BASS forwarded a copy of
their version of the NCBF roster to Chuck Walker for verification. Dave
Hamrick has been working on a report of the attendance record for each of the NCBF
members. Once the attendance record is completed, Chuck will forward a revised
roster to BASS.
Membership Dues: The Board voted
to send out invoices for the 2004 membership dues to all active members. The
invoice will require members to pay their dues on or before November 15, 2003. This
requirement is necessary to comply with BASS wanting all dues be paid by
December 30, 2003
. Failure to collect and forward dues may impact our Federation status. A
motion was made and seconded that a $15 Late Fee will apply to all
failing to meet the November 15th deadline.
Elections 2004 NCBF Officers: Be prepared to nominate
new officers for 2004 Executive Board at the October 12th
Members meeting. The Presidents’ position can only be filled by a current or
former Executive board member. All
other Executive Board positions must have served at least one year on the board
or have otherwise demonstrated an active interest in the efforts of the
Federation. It is very important to nominate someone you have talked to and
has agreed to have their name placed on the ballot. If you have the
qualifications, you may volunteer to have your name placed on the ballot. Please come, present your candidate, yourself, or just listen to what
our needs are on committees. Please call Larry Yates if you have questions at

New
Business:
Third NCBF Tournament 2003: The third and final NCBF
tournament is on October 26th and will launch at the
Anacostia
Park
.
This will be the last chance to qualify for the 2004 State Team, providing you
have fished at least one other in 2003 and have met your other commitments to
the NCBF. Your application must be in Chuck Walkers’ hands no later the
5 PM
on October 17th.
Donations: The NCBF is very interested in someone
stepping up to “just” work on preparing and filing grant applications with
various organizations. Most organizations have what we need and that is
money. Most are willing to give it
to the NCBF, if we give them the proper paperwork... As an example,
Tara
,
the regional manager at Galyans emailed Alan notifying him that Galyans will no
longer give contributions, donations or awards to any group that does not have a
Federal IRS 501c3 exempt classification issued to non profit originations. We
have 501c3 status.
Ranger
Cup Awards Program:
IT was decided that the board would wait to sign any contract until they were
presented to the membership at the October meeting.
Bassmaster:
The BASS Federation(s) are represented by five men selected to represent
regions of the country and are referred to as the (Fab 5). The representatives
have presented our wishes and concerns to ESPN/BASS and will continue to work
out differences. Alan reports that these five men are working for The Bass
Federation on both short and long term goals. They will continue to work with
BASS/ESPN to better the federation programs.
Bassmaster Magazine: BASS has offered to give
copies of the May 2003 and September 2003 magazine to any Federation willing to
pay the postage for shipping. NCBF will request a hundred copies each for our
boat show booth and for display at other events.
State Team Tournament: President Mullis expresses
his thanks to Captain Danny Shantz and the
NCBF
State
team for representing all of us at the Nationals in
Vermont
.
Each member reported the overwhelming number of fish caught during practice and
during the tournament. Our team returned a check for $1099.19. Diamond Cut Jeans
gave each member a pair of jeans.

Other Business:
The next Meeting will be for All Members on October
12th. The meeting will be held at the
Montgomery
Co.
