Location: The Nations Capitol Bass Federation (NCBF) meeting was held at 10:00 am at the Montgomery County, Md. Training Academy. The Academy is located at 10025 Darnestown Road in Rockville, Md.
Call to Order: The meeting was called to order at 10:20 am.
Roll Call: The following Executive Board members and others in attendance: Chuck Walker, Jim Kline, Tim Cameron, Chuck Hartzman, Alan Mullis, Jim Borum, and John Sisson.
Treasurer’s Report: Current balance is $10,856.65. All bills have been paid. The only thing pending is money for the 2005 State Team going to Maine in September. The amount budgeted for the team is $6000 (excludes hotel which is paid for and $2700 set aside for apparel). For a more detailed report see the report submitted by Jim Kline. Treasurer’s report approved and accepted.
Bass Federation Insurance: The current BASS Insurance policy is strictly for Federation volunteers at events that do not have a cover charge or entry fee. The NCBF and other Federations will have to purchase additional insurance to cover over and above BASS coverage. This coverage is a type of legal defense cost for the Federation. Should we look into purchasing additional insurance?
Member Boat Insurance: BASS has required all of their tournament boaters to increase the Liability limits on their Boat Insurance policies from $100,000 to $300,000 effective 01 Jan 2005. It is recommended NCBF members do the same. For 2006, NCBF tournament rules will be changed to reflect a minimum of $300,000 liability insurance.
Life Vest Issues: BASS requires Type 4 life jackets (like the Suspenders) be worn at all times while in a boat verses the Type 3 (standard fishing type life jacket) which can be removed when the combustion engine is not running. In addition to keeping the Type 4 on at all times, a boater must also have a Type 3 life jacket on board the vessel in the event that the Type 4 fails to function. For 2006, NCBF tournament rules will be changed to reflect this new requirement.
Jr. Fishing Derby: The NCBF participated in a Jr. Bassmaster fishing derby on the Potomac River on June 18th. Debbie Muth entered six NCBF junior members in the contest. We needed to do this to get our kids ready for the new Mid Atlantic Regional in 2006 (Deadline October 31, 2005).
Park Permits: The
permit was secured and the park was open early for the members of NCBF
participating in the tournament. A total of 15 boats launched that morning and
all money was collected, including an additional $2 from each person to cover
the cost of early opening.
Weigh-In Forms: The Tournament Weigh-in form template has been sent to Kelly Press for design and printing. This item may need an outside firm to do the printing.
New Business
State Team Shirts: This
issue was raised earlier with the consensus being the 2004 State Team members
would use their old shirts and have Becky Sisson update them and the new team
members would order them from her. The NCBF would pay for the new member shirts
and any old shirts needing to be replaced.
Washington Boat Show: Do we want to participate in 2006? After discussion the decision was made to cancel in 2006.
Calendar 2006: Let’s get one started for the new President.

July 16th Saturday: The MD DNR will hold a Youth Field day in Waldorf, MD. Debbie Muth (Youth Director) needs volunteers to help at the different stations throughout the day. (Project)
