Executive Board Meeting

May 20, 2003  

Location: The Nations Capitol Bass Federation (NCBF) meeting was held at the Trinity United Methodist Church . The Church is located at the corner of Germantown Road and Clopper Road in Germantown , Maryland .

Call To Order: The scheduled 7:00 PM meeting was called to order at 7:07 PM .

Roll Call: Alan Mullis, Chuck Walker, Pace Bradshaw, Chuck Hartzman, Jim Kline, Bo Curry, Larry Yates, Keith Wright and Danny Shantz were in attendance.

Treasury Report: Keith Wright presented the treasurers report and it was accepted.

Old Business:

501C3: The NCBF application was received by the IRS (April 2nd) and has been entered into their computer system in Covington , Kentucky and is under initial review. If there are IRS questions for us, we will be notified through an Exempt Organization Specialist. The review, if everything is OK, will be completed within 120 days.

Taxes – Other States: Chuck Walker reported that any taxable sales by the NCBF will require a Sales and Use Tax License from Maryland and Virginia . Maryland ’s has been applied for. These licenses require quarterly reporting to state(s) government with or without any sales.

Logo Registration: This item is a carryover from last year. The NCBF will register the logo as soon as the funds are made available.

Fishing School Tournament: This project is in the final stages of development. We expect the tournament to be held on Thursday, August 7th. The Fishing School volunteer committee is working on getting national sponsors to be the host of the event. All NCBF boater and non-boaters will be asked to work the tournament that day.

Nations River Tournament: This tournament will be held on May 31st at Fort Smallwood . Call Bill Kramer to offer your assistance.

Trout Pond: A committee has discussed starting the building of a trout pond. It will save us money and also make us money. The pond will be compartment zed for different uses to accommodate the size space available to set up the pond. Keith Wright and Greg Dice are committee leaders on this project.

National Registered Agents: This law office represents the NCBF in the District of Columbia . The bill for 2002 and 2003 has been turned over to the Treasurer for payment.

State Team(s): Funding for the adult and junior NCBF 2003 state team’s has been set. Danny Shanz, the adult NCBF state team captain, has made reservations and arranged for clothes to be purchased. Debbie Muth has arranged for the junior state team lodging and clothing. Alan Mullis, Jim Kline and Kevin Miller will attend the junior event as boat captains. Thanks to Bo, Danny, Kevin, Debbie and Chuck H.

New Business:

Application: Chuck Walker requested all applications for membership and tournaments be forwarded to him for overall control. The website and applications will list his address. It is recognized that all members can receive these documents from others, but each is required to call Chuck for instructions on handling.

First Tournament 2003: The first tournament is on April 27th and will launch at the Leesvania State Park .

Donated Tackle:  Alan Mullis, Larry Yates, Chuck Hartzman and Chuck Walker will meet to divide the tackle into tackle boxes. The boxes will be distributed to our youth members and youth organizations. The NCBF is still collecting your old, about to be sold, fishing equipment. The equipment will be given to those youth not having any. Please call youth equipment collector, Chuck Hartzman at 301-916-8244. 

Bolling Air Force Tournament:  The Air Force member tournament went very well thanks to Chuck Hartzman, the coordinator for the event. This event was a part of Armed Forces Day. Chuck was assisted by NCBF members, Jim Kline, Debbie Muth, Greg Dice, Dave Hamrick, Cedric Simon, Arvelt Cook, Wayne Ball, Wayne Wininger, John Smith and Bing Bengston. The NCBF Youth Club was represented by Jennifer and Nathan Bennett, Shelby and Cody Bowling, Theodore Brannum, Anita, Brian and Gene Grimes.

The NCBF has been invited back for an August event at the base.

Divisional Awards: Bicentennial Bassmasters has won the Conservation, Community Service, Public Relations, Youth and Chapter of the Year awards for the Eastern Division. Chuck Walker, Alan Mullis and Larry Yates will be going to the Nationals to accept the National Awards.

 

BASS Federation Nationals - Presidents Meetings:

Article for BASS: We have been contacted by Craig Lamb to send him information on our new charter federation. Larry, Chuck and Alan worked on the article. The information has been forwarded to Craig by Larry Yates. They met with Craig at the National in Birmingham to follow-up on his article.

BASS Logo: BASS will be sending out a new for members. The Bass Anglers Sportsman Society will no longer be displayed.

BASS Insurance: The BASS insurance on all members in now 24/7.

Amateur Slots BASS: The slots prices will increase. Three slots will still be set aside for each Federation.

BASS Conservation Department: BASS’s Chris Horton has been assigned to assist in the national conservation effort.

Alliance Program: This program will be discontinued after the 2004 season.

Bass Member Buyers Discount: The discussion concerned members and federations getting discounts on sponsored products.

Lifetime Achievement Award: Forrest Wood will receive this award at the 2003 Classic in New Orleans .

Castingkids: Bass is planning an annual magazine for the youth clubs. The Federation Presidents voted in 2002 to require all kids to qualify for Castingkids in their home states. This rule was rescinded this year.

Federation Membership: There are 39 new clubs nationally with 1620 new members in 2003. BASS will continue to charge $10 joining fee for first time new members. Virginia ’s Marshall Bassmasters won a national award for signing 1500 new members to their youth division.

BASS Sponsors: Berkley has developed a new soft plastic that is bio-degradable. Progressive Insurance has a very good boat package for members. Diamond Cut Jeans are the best we have worn. Bass Pro Shops has in the planning stages a promotion offering discounts to Federation members. Chevy Trucks. Motor Guide is now owned by Mercury Motors and has a prize package if their products are purchased by Federation members. Flow Master has a Federation gift certificate and prizes for Federation members. Lowrance has an award package give away for members.

Past presidents: All former presidents will receive a leather jacket with the United States map on the back with their home state highlighted.

Other Business:

The next Executive Board Meeting will be held on June 17th. The meeting was adjourned at 9:30 pm
