. The Church is located
at the corner of
Germantown Road

Clopper Road

Germantown

Maryland
. The meeting is on the
3rd Tuesday of each month.

Roll
Call: Alan
Mullis, Chuck
Walker, Chuck Hartzman, Bo Curry, Jim Kline, Larry Yates, Tim Cameron, Danny
Shanz Jr., Bing Bengston, Greg Dice, Wayne Wininger and guest Kiichi Take were
in attendance.
Treasury
Report: Keith Wright treasurer’s report was presented at
the meeting.
Old
Business:
501c3: The NCBF’s
approved Federal Tax exemption status has resulted in two donations. Letters of
thanks will be sent to each donor and the individuals responsible for putting
our Federation on the donors’ agenda.
Taxes
– Other States:
The NCBF applied and
Maryland
’s
has issued a Sales and Use License to the NCBF with a quarterly reporting
requirement. He suggest holding off applying for the
Virginia
license. It is noted, the NCBF does not “sell
taxable items”.
Fishing
School
Tournament:
This major
project went as expected. The
tournament was held on Thursday, August 7th. Charity Works, with the
help of the Nations Capitol Bass Federation raised over
$250,000 for the Fishing School Programs. This amount is expected to increase by
the time the gala is held in September 2003.
This event
would not have been possible without the time, money, and very hard work of
Brian Lancaster. Brian asked for and received the cooperation of his many
friends, business associates, Federation members, and family to get this project
completed. There were many donations from Brian including 30 life jackets, 32
rods and reels and large amounts of other tackle too numerous to mention. Thanks
Brian, for helping the NCBF.
Trout
Pond: Greg
Dice, Keith Wright, Wayne Wininger will meet after the Eastern Divisional to
build the Trout pound. Greg reported he has the rubber inner lining for the
pond. The pond will be compartmentalized
for different uses to accommodate the size and space available to set up the
pond. Keith Wright and Greg Dice are committee leaders on this project.
State
Team(s): The NCBF Executive Board approved
using donated funds to pay the expenses of the
NCBF
State
Team. A funding
limit of $10,000 will include team uniforms, hotel, and expense money.
All winnings to the team will be returned to the NCBF treasure. Danny
Shanz, the NCBF state team captain, has made reservations and arranged
for team clothes to be purchased from Becky Sisson. All shirt patches with
instructions have been forwarded to Becky (Stitch-N-Stuff). Bo
Curry will collect all shirts from Becky and present one check in payment.
Membership Compliance: BASS forwarded a copy of
their version of the NCBF roster to Chuck Walker for verification with a
return date of
September
30, 2003
. Dave Hamrick has been working on a report of
the attendance record for each of the NCBF members. Once the attendance
record is completed, Chuck will forward a revised roster to BASS.
New
Business:
Elections: The
2004 election process will began at the next board meeting on September 23rd.
It is very important we all try to be at the meeting. All five Executive Board
positions are open for a one year term. Please come, present your candidate,
yourself, or just listen to what our needs are on committees. Please call Larry

Third Tournament 2003: The third and final NCBF
tournament is on October 26th and will launch at the
Anacostia
Park
.
This will be the last chance to qualify for the 2004 State Team, providing you
have fished at least one other in 2003 and meet your other commitments to the NCBF.

Donations: The NCBF is very interested in someone
stepping up to “just” work on preparing and filing grant applications with
various organizations. Most organizations have what we need – money
and are willing to give it to the NCBF, if we give them the proper paperwork...
As an example,
Tara
,
the regional manager at Galyans emailed Alan notifying him that Galyans will no
longer give contributions, donations or awards to any group that does not have a
Federal IRS 501c3 exempt classification issued to non profit originations. We
have 501c3 status.

Alan
requests the website committee work with Network Solutions to remove the website
www.fishncbf.com.
That web site is gone. We are now www.fishncbf.com.
Ranger
Contract: It
was agreed that no contracts would be signed until anyone interested had a
chance to bring it to the next board meeting to be looked over. If nothing else
is presented at the next board meeting then the Ranger contract will be signed.
Bassmaster
Classic:
Chuck Walker attended the Classic for the NCBF
in
New Orleans
,
La.
Most events on display
at the Classic were held during required meetings with other Federation
Presidents and BASS/ESPN. The meetings were an attempted to address the status
of the relationship between the two organizations. ESPN purchased BASS thinking
they had also purchased ownership of the Federations. BASS never owned the
Federations, so it could not be sold to ESPN or anyone else. This realization
caused a serious rift and a resolution was not completed during the Classic
week. Alan will attend further meetings in the near further.
The federations are represented by five men selected
to represent regions of the country and are referred to as the (Fab 5). The
representatives have presented our wishes and concerns to ESPN/BASS and will
continue to work out differences. The Fab 5 will hold a national meeting in
October/ November to report on the status of negotiations with ESPN/BASS. The NCBF
Executive approved sending Alan to that meeting and will pay his expenses.
Other Business:
The next Meeting will be for The Executive
Board and any members will be held on September 23rd. The date is a change from the normal 3rd Tuesday of the month. The
meeting will be held at the
