NCBF Conference Minutes – All Members
April 2002
Location: The Nations Capitol Bass Federation meeting was held at
the Montgomery County Training Academy. The meeting facilities are located at
the corner of 10025 Darnestown Road/Route 28 N. and Great Seneca Highway in
Rockville, Maryland.
Call
To Order: The scheduled 10:00 AM meeting was called to order at 10:15 AM.
Roll
Call: Alan
Mullis, Bo Curry, Chuck Walker, Greg Dice, Mike & Debbie Dodd, Ron German,
Earl Tracey Jr., Bill Kramer, Chuck Hartzman, Jim Niffengger, Tim Cameron,
Danny Kelly, Brain Kelly, B.J. Walsh, and new member, Pace Bradshaw. Total
attendance – 15.
Treasurer’s
Report:
Keith Wright was not able to attend the meeting. Alan Mullis will get the
report from Keith.
Elections: The new executive board was sworn in at
the January 21st Executive Board meeting. They are Alan Mullis,
President; Chuck Walker, 1st Vice President; Larry Yates, 2nd
Vice President; Dave Hamrick, Secretary; and Phil Bloom, Treasurer. Keith
Wright has agreed to remain as Treasurer through 2003. Phil’s schedule would
not allow him to attend meetings.
New
Members:
New bylaws define four categories of membership. A. Full Membership
($60) will include rights to all activities and requirements. An Associate
Adult ($10) will be for those wanting to join the NCBF and not be required
to participate in any activities. Volunteers are welcome anytime. Youth
($5) is for those who have not reached 18 years of age. Special Membership
($25) is for those wanting to be a part of the organization for one year to
check us out, participate in all activities, but is not interested in making
the State Fishing Team.
Five
new members have joined in the last month. Seven more are filling out
applications.
Legal
Requirements:
The NCBF has mailed the IRS forms 501©3 form and the supporting documents to
the Internal Revenue Service on April 2nd. The forms are required if
we are to apply for or except grants or solicit funds to support the
Federation. Major thanks go to Joan Bianco and her partner, Kevin Miller for
getting the forms completed. Keith Wright has received and filed our D.C. and
Federal taxes.
The
NCBF’s legal representative in the District of Columbia, National Registered
Agents, has been paid for 2002 and 2003.
The
NCBF has also mailed to the District of Columbia’s a version of the same forms
to get a Masters License to solicit funds.
Standing
of the NCBF Charter: The NCBF is now a fully
authorized Federation of B.A.S.S. Al
Smith, Federation Director, has given us all rights and privileges. Since then,
we have received many letters from Federation Presidents welcoming the NCBF to
B.A.S.S. Thank you one and all for the great work getting this done.
Web
Site: It is
important to visit the NCBF web-site because it contains current events,
tournament information, application(s) and future programs. The Secretary will
mail info to all members without e-mail access. The NCBF line of clothing and
decals have been posted with pictures and prices. The NCBF web-site is linked
to the B.A.S.S. web-site and all other Federations.
The
board and membership decided to not create a bulletin board or a chat room on
the website at this time. The NCBF is trying to cut back on our use of the Post
Office and all the paper we use for notices to the membership. Please forward

Tackle Donations: Chuck Hartzman, the NCBF Sponsor Chairman is
collecting tackle members are no longer using before it’s sold at a flea
market. The tackle will be used to teach kids how to use it during the spring
and summer of 2003. Call Chuck @ 301-916-8244 to arrange for pickup. In
addition to these duties, he will want to hear from members that have information
on possible sponsors for the Federation events.
Washington Boat Show: The NCBF took
advantage of a free space for a booth on the floor of the convention center.
Volunteers reported the show was not very well attended because of the weather.
We wish to thank Danny Kelly for donating the brochures and having them ready
for the convention.
Project for 2003: Greg and Mike Dice, Chuck
Hartzman and Keith Wright will assist in building a portable Trout pond to be
used at kid’s events. The pond is a very big expense to rent twice a year.
Please call Greg @ 301-916-3647 to donate ideas and time for the pond
construction.
Anacostia River Park and Ramp: The National Park Service
has required the NCBF to pay a Park Ranger $50 an hour to open the Park early
for our 3 tournaments, for a minimum of 4 hours each. In addition, they require
we provide food and drinks to anyone walking up to observe our weigh-in as well
as for the contestants. They reported the bond of $1000 from 2002 will be
electronically deposited in our bank account. We must take out a new bond plus
they are requiring us to obtain $1M/$3M liability insurance on the event naming
the National Park Service and the United States of America as additional
insured. The board will meet to decide these issues before the 1st tournament.
Anacostia Park and Ramp Cleanup: This event will tale place
on Saturday, April 26th. The event will run from 8:30 AM to 11:30
AM. This is a good way to get one of two of your NCBF projects done.
NCBF Trailer: The new trailer is loaded, waiting for the next
tournament. The Tournament Committee will work on plans to structure the
trailer for more efficient use. Tim Cameron and Bo Curry have offered to store
the trailer when not in use. Kevin Miller will transfer the trailer to them.
Jr. State Team: Debbie Muth and Bo Curry have made all the
travel arrangements for the team at Kerr on July 11, 2003. She will need two
more boat captains for that event. Please call her or Alan. The motel will cost
$1500 for twelve rooms for 8 kids, 3 captains, and Debbie. Each boat captain
will receive $200 for expenses.
Adult State Team: Danny Shantz is the captain and reported all
the arrangements have been made for the team. A $200 deposit has been sent and
the balance will be paid at checkout. A team meeting will be held on April 22nd.
Ranger Cup Program: Chuck Hartzman will
continue to monitor this program and report to the membership. Alan Mullis will
assist Chuck with the details.
Sponsors: Lowrance
is a full sponsor of our first tournament. Navionics
will also sponsor the first tournament. Douglas Batteries donated batteries for
tournaments. The distribution of those batteries will be two sets for each of
the three tournaments.
Fishing School: The Fishing School plans are on
going and scheduled in July 2003. The NCBF will supply the volunteer boats and
captains and gather as much publicity as possible for our organization. This
event will host a large number of corporate executives, their congressional
representatives, and the kids of the District of Columbia. Each member of the
NCBF is invited to help with the day’s events.
Bowling Air Force Base Tournament: Representatives
from the Air Force asked the NCBF to administer a military bass fishing
tournament out of the base marina. Brian Lancaster, Alan Mullis and Chuck
Hartzman attended a meeting personal from the base to assist them in putting a
tournament together. We will be supplying the weigh-in equipment and staff. We
will be holding a casting kids there while the boats are out fishing.
Nations River Tournament: This tournament
will be held on Saturday May 31st out of Fort Smallwood Park. Bill Kramer is
the host of this event. Call him on 240-462-6055.
Official Letterhead Paper: Danny Kelly has
again volunteered to supply the letterhead paper and envelops. Thanks again.
Dave Hamrick, Larry Yates, and Keith Wright will coordinate this project
through Brian Kelly.
Raffle Tickets: Earl Tracey Jr. won one-half the
raffle money, with the rest going into the treasury.
Next Executive Board Meeting: The Board will
meet on May 20, 2003 at the Trinity United Methodist Church at Clopper Road and
Germantown Road (Rt. 118) at 7 PM.
Adjourned: The meeting was adjourned
at 12:10 PM.
