Executive Board Meeting Minutes

        November 18, 2003

Location:        The Nations Capitol Bass Federation meeting was held at the Trinty United Methodist Church . The church is located at the corner of Germantown Road and Clopper Road in Germantown , Maryland . This meeting is scheduled to be held on the 3rd Tuesday of each month.

Call To Order: The scheduled 7:00 PM meeting was called to order at 7:08 PM .

Roll Call: Chuck Walker, Larry Yates, Mike Glazier, Bo Curry, Danny Shantz, Chuck Hartzman, Jim Niffenegger, Jim Kline and Rich Cottone.  Total attendance – 9

Treasurer’s Report: Keith Wright will present the Treasurer’s Report at a special meeting later in November.

OLD BUSINESS  

Trout Pond: Greg Dice, Wayne Winninger and Keith Wright assisted in designing a portable Trout fishing pond to be used at special events. The cost to construct the pond would be approximately $1000. After discussion, the decision was made to construction the pond. Storage space has been offered by Danny Shantz. A recommendation was made to assign the responsibility to the Fund Raising  Division to develop a method of contacting vendors, having delivery and set-up crews, and having the necessary staff to follow through.

Nomination Ballots: Chuck Hartzman volunteered to serve as an election judge. After counting the ballots received, he reported the following results. Chuck Walker was nominated for President by a majority and has accepted; Bo Curry was nominated by a majority for 1st Vice President and he accepted; Danny Shantz was nominated by a majority for 2nd Vice President and he accepted; Chuck Hartzman was nominated by a majority for Secretary and he accepted; and Jim Kline volunteered to serve as Treasurer and he was accepted. Larry Yates will prepare the ballot to be mailed to all members for their concurrence. The return date is December 12, 2003 .

2004 Dues: To date, the NCBF has received 29 member dues. After a discussion, it is believed it was a mistake to mail the ballots and the dues invoice in the same envelop. Several attendees reported they may have gotten both documents, but did not look carefully at all the paper. Others placed the papers aside with the intent to look at it later. This also explains the small number of documents returned.

Bass Federation Presidents Strategy Session in Atlanta : BASS had asked all Federation Presidents to attend a planning session in Atlanta November 22nd and 23rd. The plan is to develop a five year plan for the Federations and its relationship with BASS. Alan, in agreement with other Presidents, elected to let the Fab 5 represent the NCBF at that meeting. Alan has forwarded our agenda to our representative for presentation to BASS/ESPN.

Web Site: It is important to visit the NCBF web-site because it contains current events, tournament information, application(s) and future programs. The Secretary will mail info to all members without e-mail access. The NCBF web-site is linked to the B.A.S.S. web-site and all other Federations. The Ranger Contract has been presented several times and the decision has been made to send the contract in. In addition, we expected a new crop on offers will be presented to us in the spring. Chuck will download the contract and mail it to Ranger.

NCBF Clothing: Becky Sisson is taking orders for sports clothing. She is able to purchase and stitch your ideas onto the clothing. She can provide all the club or team wear you may need. Check out the logo for the back of your clothing. The NCBF line of clothing and decals have been posted with pictures and prices. The company is Stitch-N-Stuff at 301-774-4503 or link through www.fishncbf.com. She has been very generous with her time and in supplying all the clothing for our Junior and Adult State Teams.

NEW BUSINESS

Federation Nationals: The National will be held in Tulsa , Ok. from April 19, through the 24th. Danny Shanz will represent the NCBF at that contest with a trip to the Classic at stake.

Bassmaster Classic: The Classic will be in Charlotte , North Carolina from July 30th to August 1, 2004 .

Last NCBF Tournament: The last NCBF tournament was held on Sunday the 26th at Anacostia Park . The tournament director was asked at the end of the tournament, how were some members allowed to fish if their name was not in the official draw? It was explained that due to members having to drop out after the drawing, others were called to take their place. In addition, a member had turned in his money on time, but it did not become known until after the draw. The board agreed that the tournament director will continue to make these decisions and backed 100% by the board.  

NCBF Castingkids Contest: The NCBF must hold a contest between January 2nd and March 15th to qualify two finalists to send to Tulsa , Ok. to compete for a trip to the Classic. Chuck has been in contact with Debbie Muth and she will coordinate the NCBF Castingkids contest.

Jr. Nationals: The Jr. National dates have not been set at this time. There appears to be many discussions nationwide concerning the dates of this event.

Additional NCBF Tournaments: The Tournament Director, Bo Curry has been asked to look at a 2004 events calendar to see how feasible it is to have two to three more tournaments. The members present thought the time is right to increase our opportunity to fish more and to see if others would want to join the NCBF. The issues discusses include types of tournaments; number; membership only; tournament staff; qualifying or not for state team; where to fish; etc.

Washington Boat Show: The show for 2004 begins on Wednesday, February 18th through the 22nd. Chuck Walker will file the necessary paperwork, requesting a free space at the Convention Center in the District of Columbia . We will attempt to raise our membership at this event. If the space is available, we will place our banner in the booth and develop a poster board listing the requirements to be a member. Applications and other literature will be available at the booth.

Budget: The budget review should take place before the December meeting. Keith Wright, Chuck Walker and Jim Kline will work on scheduling a date.

Next Executive Board Meeting: The Board will meet on December 16, 2003 at the Trinity United Methodist Church at Clopper Road and Germantown Road (Rt. 118) at 7 PM .

Adjourned: The meeting was adjourned at 8:15 PM .
