Executive Board Minutes

November 19, 2002

Location: The Nations Capitol Bass Federation (NCBF) Executive Board met in Poolesville, Maryland.

Call To Order: The meeting was called to order at 7:00 PM.

Roll Call: The four Board members present were Alan Mullis, Larry Yates, Keith Wright and Chuck Walker. Board guests were Ira Burnim, Chuck Hartzman, Lee Pascua and Danny Shantz.

Treasurer’s Report: Keith Wright (Treasurer) filed the following report listing an income to date of $33,550 with expenses totaling $24,665, for a net balance of $8,885.

NEW BUSINESS:

Galyans Fall Extravaganza: Alan Mullis and Kevin Miller requested and attended a meeting with the Managers of the two Gaylan’s stores. The meeting was to discuss results of the fall fishing and hunting show at the Fair Lakes store on September 7th and 8th and the whole program involving the NCBF. Gaylan’s was happy with the events at both stores but agreed changes will be made for 2003. This will be discussed with the full membership at the final meeting with all members in December.

Metropolitan DC Police Boys and Girls Club Youth Membership Drive: The following meetings have been held to advise the Clubs that the NCBF is ready to sigh kids to become members of the Federation. These meetings are the result of a yearlong effort to start a major youth Federation in the nation capital. All counselors at each location were available and agreed to help. Please note our President attended all meeting:

1: The Children’s Center – 2513 Alabama Avenue S.E., 202-610-5443 on November 8th at 5 PM. Myrtle Loughry and a staff of 3, agreed to do the paperwork necessary and forward to our Youth Director. Alan Mullis, Chuck Walker, Debbie Muth, and Chuck Hartzman attended the meeting. Approximately 50 of 150 kids qualify to join.

2. Club # 14 – 4103 Benning Road, N.E., 202-397-2582 on November 12th at 5 PM. DC Police Officer Kelly, the chief Counselor agreed to do the paperwork necessary and forward to our Youth Director. Alan, Chuck and Kevin Miller attended the meeting. Approximately 50 of 200 kids qualify to join.

3. Club # 4 – 101 M Street S.W., 202-727-4618 on November 13th at 6 PM. DC Police Officer Gibson, the Counselor agreed to do the paperwork necessary and forward to our Youth Director. Alan, Chuck and Seth Brohawn attended the meeting. Approximately 25 of 150 kids qualify to join. Officer Gibson will use a special screening process to select his kids. Twenty NCBF flyers were mailed to the club for parents.

4. Club # 2 – 120 M Street N.W., 202-727-3953 on November 14th at 5 PM. DC Police Officer Braxton, the chief counselor agreed to do the paperwork necessary and forward to our Youth Director. Alan and Brian Lancaster attended the meeting. Approximately 50 of 150 kids qualify to join.

5. Club # 11 – 620 Milwaukee Place, S.E., 202-645-0054 on November 15th at 5 PM. DC Police Officer Brannum, the chief Counselor agreed to do the paperwork necessary and forward to our Youth Director. Alan and Debbie Muth attended the meeting. Approximately 50 of 150 kids qualify to join.

6. Club #8 – 38th and R Street N.W. 202-282-0048 on November 22nd at 5 PM. DC Police Officer Murray, the Counselor agreed to do the paperwork necessary and forward to our Youth Director. Alan, Bo Curry and Chuck attended the meeting. Approximately 40 of 100 kids qualify to join.

Youth: Debbie Muth arranged the above meeting schedule with the Metropolitan Police Boys and Girls Club. The Clubs were instructed to forward all the completed paperwork to her for processing to B.A.S.S. It is estimated there will be over 200 kids from this group. NCBF will pay some or all of the $5 dues to B.A.S.S. If necessary, we will go back to assist the counselor with the paperwork. The Board voted to reimburse the Youth Director $200 to cover some of her expenses.

Sponsors: Letters of thanks will be prepared to all our sponsors. The letters will be framed and mailed. Chuck Hartzman will head the 2003 Sponsor Division. This division will review current projects and new special programs such as Lowrance, Mercury, B.A.S.S., Ranger and others. Brian Lancaster will act as consultant.

By Laws: The NCBF has reviewed the by-laws for 2003 and by membership vote, made changes and added items to address the parents of our youth and participation rules for members. Larry Yates completed final the approved documentation and submitted them to the Secretary.

Membership & New Members: The new bylaws define four Categories of membership. A Full Membership ($60) will include rights to all activities and requirements. An Associate Adult ($10) will be for those wanting to join the NCBF and not be required to participate in any activities. Youth ($5) is for those who have not reached 18 years of age. Special Membership ($25) is for those wanting to be a part of the organization for one year to check us out. Details of the programs are on the web site.

Tax Form 501c3: Keith Wright, Alan Mullis and Chuck Walker are reviewing the forms to determine the best way to file the paperwork with the IRS.

Membership Meeting: A full membership meeting will be held on_ _ _ _ _ _ _ _ _ _ _ _

at the Public Service Training Academy, 9710 Great Seneca Highway, Germantown, Maryland at 10 AM. All current members are requested to be there.

Tackle Donations: Please save your fishing tackle for distribution to the kids we enroll in the NCBF. Please bring anything you can give to the kids to include, rods, reel, lures, bags, etc. If a rod need an eye or lures need hooks; we will try to fix it. We will collect the equipment at the December Member meeting. Chuck Hartzman is the collection manager.

NCBF Brochures: Danny Kelly has donated paper, printing and staff to develop a flyer of the NCBF. The final editing has been done and will be forwarded to Danny for printing. Keith Wright and Kevin Miller will coordinate.

NCBF State Team for 2003: Al Smith, B.A.S.S. Federation Director, has requested the list of members who made our state team to make sure that no one has tried to qualify by fishing for more than one federation. Alan will forward the NCBF list to Al. Please note; the NCBF has not been approved for its final Charter. Unless we get more members, it may not happen in time for the next level to the Nationals.

OLD BUSINESS:

Washington Boat Show. Brian Lancaster has put us in touch with Bill Jennings to acquire a free space at the District of Columbia annual boat show. The 2003 boat show organizers have approved a space for the NCBF to put up a booth at the three-day show. The event will happen at the Washington, D.C. Convention Center from the 13th through the 17th of February. Be prepared to donate time to staff the booth during the event. We will need to cover the booth from opening to closing each day.

Tournament Equipment: The purchase of an NCBF trailer is complete and its final costs will be reported at the December meeting of members. Keith reported he would purchase the tags and register the vehicle. The Federation is looking for those willing to sponsor the Federation and earn a decal spot on the trailer.

Tournament Committee: The work to complete the NCBF’s final 2002 tournament, scheduled for October 13th, included getting the park permit, securing a Bond, plaques and arrangements to use the parking lot at the ramp is final. All standings will be posted to include the winners of end-of-year prizes. The tournament team for 2003 has been selected. The site setup team is asking for help at the three tournaments in 2003.

Next Full Membership Meeting: The next and final all Member meeting for 2002 is scheduled for December 15, 2003.

 

Next Executive Board Meeting: The next Board meeting is scheduled on January 21, 2003.
