NCBF Conference Minutes – All Members

 

         July 20, 2003

 

Location:          The Nations Capitol Bass Federation meeting was held at the Montgomery County Training Academy. The meeting facilities are located at the corner of 10025 Darnestown Road/Route 28 N. and Great Seneca Highway in Rockville , Maryland . The entrance to the building in located in the rear parking lot. Come to classroom #6.

 

Call To Order: The scheduled 10:00 AM meeting was called to order at 10:15 AM.

 

Roll Call: Alan Mullis, Chuck Walker, Dave Hamrick, Mike Dodd, Chuck Hartzman,  Keith Wright, Larry Yates, Brian Lancaster, Nate Routzahn, John Sisson, and Seth Brohawn. Total attendance – 11.

 

Treasurer’s Report: Keith Wright presented the Treasurer’s Report.

 

OLD BUSINESS

 

Legal Requirements: As of June 27, 2003 , the NCBF is now a 501c3 Corporation and exempt from federal income taxes. Keith Wright has received and filed our D.C. and Federal taxes. Chuck Walker will update the Board on some of the requirements.

The NCBF has also mailed to the District of Columbia ’s a version of the same federal forms and has received a Masters License to solicit funds. Based on other forms filed in D.C., they have determined that we are exempt from Income, Franchise and from Personal Property Taxes.

 

Jr. State Team: Debbie Muth and Bo Curry have made all the travel arrangements for the team at Kerr on July 11, 2003 . Alan Mullis, Kevin Miller and Jim Kline were the boat captains from the NCBF. Each boat captain will receive $200 for expenses. The NCBF kids came in forth in the event. We had expected to spend up to $2800 but the expenses totaled $1422, plus $ $200 each state had to send in.

Ken Penrod arranged to get 235 hats donated from Lowrance to be handed out at the Jr. EDT. Thanks Ken and Lowrance for making this happen.

 

Web Site: It is important to visit the NCBF web-site because it contains current events, tournament information, application(s) and future programs. The Secretary will mail info to all members without e-mail access. The NCBF line of clothing and decals have been posted with pictures and prices. The NCBF web-site is linked to the B.A.S.S. web-site and all other Federations.

The board and membership decided to not create a bulletin board or a chat room on the website at this time. The NCBF is trying to cut back on our use of the Post Office and all the paper we use for notices to the membership. Please forward your email address to Dave Hamrick at hamrickd@adelphia.net.

 

 

Anacostia River Park and Ramp: The National Park Service has required the NCBF to pay a Park Ranger $50 an hour to open the Park early for our 3 tournaments, for a minimum of 4 hours each. In addition, they require we provide food and drinks to anyone walking up to observe our weigh-in as well as for the contestants. They reported the bond of $1000 from 2002 has been electronically deposited in our bank account. We have taken out a new bond plus obtaining $1M/$3M liability insurance on the events.

 

Adult State Team: Danny Shantz is the captain and reported all the arrangements have been made for the team. A $200 hotel deposit has been sent and the balance will be paid at checkout. A team meeting was held on April 22nd.

 

Project for 2003: Greg and Mike Dice, Chuck Hartzman and Keith Wright will assist in building a portable Trout pond to be used at kid’s events. The pond is a very big expense to rent twice a year. Please call Greg @ 301-916-3647 to donate ideas and time for the pond construction. Chuck will contact Greg to get the project moving.

 

 

 

NEW BUSINESS

 

Elections: The new executive board ballots must be in the mail after the September 16, Board meeting. The new Executive Board will be sworn in at the January 2004 Executive Board meeting. Find your choice for the board, make sure they will accept the position and nominate them.

 

Membership Compliance: Dave Hamrick has been asked to report, at the next Executive Board meeting, on those members needing to meet the by-laws requirements to remain members.

 

B.A.S.S.: The Bass Anglers Sportsman Society has redesigned itself. It is now BASS/ESPN without the periods. There are many changes that will affect every Federation in the U.S.A. , and not all for the good. The changes presented to the Presidents at the Nationals in Birmingham , were alarming and led to the creation of the United Bass Federation, Inc. so that we are incorporated under one umbrella. BASS/ESPN purchased B.A.S.S. thinking they were purchasing the Federations in the package. B.A.S.S. did not own the Federations. The Federations are owned by its membership. We each are a share holder in the Federation/United Bass Federation, Inc. Chuck Walker will attend the Classic in New Orleans and will report to the Executive Board on August 19th.

 

Tournament Rules and Tournament Format Revisions: The Executive Board and Bo Curry, Tournament Committee Chair, met to revise the tournament rules and format. At issue were the payout of the lunker pot and the percentages to be used to pay winners of the NCBF tournament trail. The changes were presented to the Presidents Conference attendees and will be posted on the web site.

 

Fishing School : The Fishing School planning is on going and is scheduled for August 7, 2003 . Brian Lancaster is the project coordinator and will work with Alan to supply the volunteer boats and captains and gather as much publicity as possible for our organization. This event will host a large number of corporate executives and the kids of the District of Columbia . Each member of the NCBF is invited to help with the day’s events. The Fishing School is not about fishing, but is about the everyday lives of some of the school kids in the District of Columbia . This event will introduce these kids to the sport of fishing, with our help. There will be training sessions for the kids on Thursday the 24th, to teach them how to use a rod and reel. This event could raise several hundred thousand dollars for the kids. The NCBF will offer our services as boat captains, ground crews and tournament officers for free. It’s a big deal for the kids, and the NCBF.

 

Bowling Air Force Base Tournament: Representatives from the Air Force asked the NCBF to administer a military bass fishing tournament out of the base marina. Brian Lancaster, Alan Mullis and Chuck Hartzman attended a meeting with personal from the base to assist them in putting a tournament together. We will be supplying the weigh-in equipment and staff. We will be holding a casting kids there while the boats are out fishing.

 

Official Letterhead Paper: Danny Kelly has delivered a very large supply the letterhead paper and envelops. Thanks again to Danny and Brian Kelly, Dave Hamrick, Larry Yates, and Keith Wright for getting this project done.

 

Next Executive Board Meeting: The Board will meet on August 19, 2003 at the Trinity United Methodist Church at Clopper Road and Germantown Road (Rt. 118) at 7 PM .
