Executive Board Minutes

The Nations Capitol Bass Federation Executive Board met at the Dancing Crab Restaurant at 4611 Wisconsin Ave. N.W., Washington, D.C., 20016 – 202-244-1882.Five of the board/launch committee members were present.
Call To Order:
The meeting was called to order at 7:00 PM.Roll Call:
Alan Mullis, Chuck Walker, Larry Yates, Keith Wright, and Kevin Miller.Treasurer’s Report:
Keith Wright (Treasurer) reported an income of $21,327 with expenses totaling $13,923, for a net balance of $7,404.NEW BUSINESS:
B.A.S.S.
(President) Alan Mullis and (Vice-President) Larry Yates, with other launch committee members have been in constant contact with Al Smith at B.A.S.S. to address several issues concerning the NCBF’s full charter. Al reiterated the NCBF full charter status remains on line for a June/July 2003 final approval. This is consistent with all previously stated dates issued by B.A.S.S. Al did state that B.A.S.S. will grant the NCBF a "second stage contingency charter" that will give the NCBF all the rights of a full charter, except for forming a state team.Tournament Committee:
The work to complete the NCBF’s final 2002 tournament, scheduled for October 13th, includes getting the park permit, securing a Bond, plaques and arrangements to use the parking lot at the ramp. All standings will be posted to include the winners of end-of-year prizes. The site setup team has been selected and will only fish to assure that all boaters have a partner.
Members:
(Secretary) Chuck Walker will review the current roster and report the status of each member for compliance to the by-laws. A special meeting will be held to address the review and to plan better involvement of current and future members. Some of the discussion items are the role of parents of youth members, their adult dues, and penalties for full members that do not have the time to attend or work NCBF projects.Youth:
(Youth Chairperson), Debbie Muth has set a meeting with the Metropolitan Police Boys and Girls Club in the first week of September 2002. Debbie will began processing their youth club B.A.S.S. packages. It is estimated there will be over 200 kids from this group. NCBF may have to pay some or all of the $5 dues to B.A.S.S.Page 2
Galyans Fall Extravaganza:
Kevin Miller reported everything is in place to host the fall fishing and hunting show at the Fair Lakes store on September 7th and 8th. Alan Mullis and Chuck Walker are the contact persons for NCBF workers at the show. Kevin and Alan have met and will be in contact with the manager at Fair Lakes and assist her in how things will work. Virginia Bass Federation will be there holding the CastingKids event. : The pictures of the NCBF clothing line has been posted on the web site. Keith Wright and Alan will catch up on the upgrades to the site. B.A.S.S. has now placed a link to the NCBF on their web site.By Laws:
The NCBF will be reviewing the by-laws for 2003 to make changes and possibly add items to address the parents of our youth and participation rules for members.OLD BUSINESS:
Fraternal Order of Police
: Larry Yates and Alan Mullis accepted an invitation to speak and pass out flyers and applications to the Fraternal Order of Police (FOP) Local in D.C., and the Metropolitan Police Boys and Girls Club on June 12th, 2002. To date, the NCBF has not received any applications.Washington Boat Show:
Brian Lancaster has put us in touch with Bill Jennings to try to acquire a free space at the annual show. Brian has given the NCBF an information package for us to complete with an application. Alan has completed and forwarded.
Fund Raiser Raffle:
Ken Penrod of Outdoor Life gave the NCBF a Lowrance 15 CT to use as a fundraiser. Several method of how to use the unit as a fundraiser was discussed. The NCBF can sell raffles until Presidents conference in December 2002 or list on website for a set sales price or with permission from Ken to place on E Bay.Tournament Equipment:
All members are to keep an eye out for a mobile trailer for the above supplies. Several possibilities have fallen through and the search continues. Please call Alan Mullis (301-349-2081) if one is spotted for sale. Kevin Miller has investigated new trailers and their costs.Page 3
Letterhead Paper and Envelops:
Keith Wright and Kevin Miller will investigate the cost of 1000 front pages and 500-second pages of paper. This order is to include 1000 envelops with the logo and Chuck Walker’s address.Youth:
Debbie Muth (Youth Chairperson) on July 27th and 28th, arranged for the youth members of the NCBF to host a cookout for the Washington, D.C. Boys and Girls Police Club. The D.C. kids were to spend the 27th fishing, swimming, taking boat rides and eating as much, and as often as possible. The event was to take place on the Bowling farm located on the Potomac River, in Charles County Maryland. The DC kids were not able to come. Many other members, friends, family and kids of the NCBF did come and were welcome. A great time was had by all!B.A.S.S.:
The Executive Board will develop a single info/fact sheet describing the NCBF and its Operations Officers. Alan Mullis and Keith Wright will take individual photos of the executive board and the launch committee members. Chuck Walker will collect short bios on each to accompany each photo. It is hoped when B.A.S.S. is ready to publish the NCBF, they will do it in grand style. Al Smith said Craig Lamb would be in contact with Alan soon to do a story on NCBF and it would be published in Bass Times.Gaylans Seminars
: Chris Nickleson, Gaylans General Manager, and several members of NCBF are working lining up sports guides to give monthly seminars, each month, at both Gaylan stores. Each event will be publicized by us and by the store. We need the help of those that can teach a sport, i.e., fishing, archery, golf, kayaking, etc. Each vendor can promote his business. For our help getting customers in the store, Gaylans is and will remain our sponsor.
Next Executive Board Meeting:
The next Board meeting will take place on September 17, 2002.The meeting was adjourned at 8:35 PM.
