      Executive Board Minutes

 

 June 18, 2002

 

Location: The Nations Capitol Bass Federation Executive Board met at the Dancing Crab Restaurant at 4611 Wisconsin Ave. N.W., Washington, D.C., 20016 – 202-244-1882. 

Call To Order: The meeting was called to order at 7:05 PM. 

Roll Call: Alan Mullis, Chuck Walker, Larry Yates, Keith Wright, Kevin Miller, Scott Peterson, and Dave Hamrick. 

Treasurer’s Report: Keith Wright (Treasurer) reported an income of $18,845 with expenses totaling $7,809, for a net balance of $10,675.

 NEW BUSINESS: 

B.A.S.S. Alan Mullis e-mailed Al Smith at B.A.S.S. with an update on the status of the quarterly report due in July 2002. The preliminary report listed 14 items that will be accomplished during the second quarter. Al Smith responded with a conference call to Alan and Larry, which resulted in many issues being discussed. Alan presented the book to the executive board for viewing and comment.

Fund Raiser Raffle: Ken Penrod of Outdoor Life gave the NCBF a Lowrance 15 CT to use as a fundraiser. Several method of how to use the unit as a fundraiser was discussed. The NCBF can sell raffles until Presidents conference in December 2002 or list on website for a set sales price or with permission from Ken to place on E Bay.

 Washington Boat Show: Brian Lancaster has put us in touch with Bill Jennings to try to acquire a free space at the annual show. Brian has given the NCBF an information package for us to complete with an application. Alan will complete and forward.

 PVA – Butch Ward Memorial Tournament: Phillis Dale of the PVA contacted Alan Mullis asking for help in getting boat captains and helpers to assist the PVA on June 21st, 22nd and the 23rd. Alan through discussions with NCBF board members posted the request for help on the NCBF website. Cindy Smelgus and Ed Riley of the MBF objected to the PVA over the issue of our being a co-host. After a call from Phillis, Alan pulled all information about co-hosting the PVA from the NCBF website. The NCBF will do as promised, and get as many boats and helpers as possible. B.A.S.S. has been advised of the situation. 

 Tournament Committee: Kevin Miller and Alan Mullis of the NCBF met with Lawrence Bridges (Anacostia Park Manager for the ramp), Alfred Durham (Metropolitan Police Harbor Master), and Ron Blain (National Park Service) on June 12, 2002 to ask questions about lifting the no wake zone on the Anacostia River. The District’s Harbor Patrol officers, Lt. Durham and Officer Hance, agreed to run a test on the section of the river from the ramp to the Potomac using bass boats. The test was to ascertain the effects of high-speed runs through the area, and in particular, the effects on the three yacht club marinas.

John Sission, Rich Cottone, Alan Mullis, Kevin Miller, and Mark Leone of the NCBF used their boats for the test. Those tests resulted in a “partial no wake zones” being lifted for this one tournament. The National Park Service could not provide a waiver to the NCBF in case the marinas made a claim for any damages. The rules will be explained at the launch ramp the day of the tournament, June 30, 2002.

Fraternal Order of Police: Larry and Alan accepted an invitation to speak and pass out flyers and applications to the Fraternal Order of Police (FOP) Local in D.C., and the Metropolitan Police Boys and Girls Club. Each group will place the information in their respective duty stations, clubhouses and newsletters. Larry, Alan, and Brian Lancaster spoke at the FOP meeting on Wednesday, June 12th, 2002.  

Computer and Members: As proposed by the Board in the May 2002 meeting, Chuck Walker (Secretary) mailed a letter to all our members. This effort was made because most of our members do not use the e-mail system. The letters included the section of the bylaws stating the requirement to serve; all project requirements and dates; all meeting dates; and an application for our remaining tournaments.  

OLD BUSINESS: 

Friends of the Potomac: Bill Kramer (Event Organizer) completed the necessary arrangements with the NCBF for all the help he will need the day of the Friends of the Potomac tournament (June 14, 2002).  This event is host to local and national celebrities and kids to a fishing day on the Potomac. The NCBF members were invited to participate because Bill is one of ours and the event generates a lot of publicity for them and for us. The event involved kids and young adults spending a day on the water catching fish. 58 fish were caught (all over 15 inches) with the winning catch of 18 pounds. Washington TV station WTTG, Channel 5, broadcast the event. Brian Lancaster, Alan Mullis, Tim Cameron, Keith Wright, Mark Leone, Bo Curry, and Earl Tracey Jr. were helpers.

Tournament Equipment: Keith Wright, at the request of the NCBF executive board, purchased Brian Lancaster’s weigh-in tanks and scales for use at the NCBF tournaments. This purchase includes all equipment necessary to conduct a tournament, except for the laptop. All members are to keep an eye out for a mobile trailer for the above supplies. Please call Alan Mullis (301-349-2081) if one is spotted for sale. Kevin Miller will investigate new trailers and their costs.  Kevin Miller will ask Grant Goldbeck to write articles about the NCBF tournaments to include the results and winners.     

Incorporation Papers. As noted at the last executive board meeting, Chuck Walker reported the incorporation documents were forwarded on May 8th to the District of Columbia’s Department of Consumer and Regulatory Affairs for approval. The signature process was completed and mailed back on May 24, 2002. The Nations Capitol Bass Federation, Inc. is officially incorporated in the District of Columbia. 

Letterhead Paper and Envelops: Keith Wright produced a CD for use by a printer. Dave Hamrick will order 1000 front pages and 500-second pages of paper. This order is to include 1000 envelops with the logo and Chuck Walker’s address. 

Youth: Debbie Muth (Youth Chairperson) is working on her plans for the NCBF youth camping program. This project is coordinated through Sylvia Whitworth at D.C. Fisheries and Wildlife on the Youth Aquatic Education program. On July 27th and 28th, the youth members of the organization will host a cookout for the Washington, D.C. Boys and Girls Police Club. The D.C. kids will spend the 27th fishing, swimming, taking boat rides and eating as much, and as often as possible. The event will take place on a farm located on the Potomac River, in Charles County Maryland. The NCBF members and families will work with these kids and then after sending the D.C. kids home, spend the night camping out. The NCBF kids will do a role reversal and spend the 28th, teaching the adults how to fish, put on lures, take fish off the hook, boating safety and cook for the group. All friends, family and kids are welcome.

 Membership: The NCBF communication committee spoke with Ira Palmer, and he agreed that the NCBF could supply D.C. with enough pre-printed post cards to mail to all D.C. residents who have purchased a D.C. fishing license. NCBF will print the message and pay for the postage.

Larry Yates (1st Vice President) has sent NCBF flyers to Ira Palmer for distribution to all fishing license distribution locations.

John Freeze will also distribute flyers to several federal offices building cafeterias, lounge area and other non-working meeting places.

  B.A.S.S. Several suggestions from Al Smith included listing the number of attendees to all our meetings. The Secretary will do this.

In addition, we will develop a single info/fact sheet describing the NCBF and its Operations Officers. Alan Mullis and Keith Wright will take individual photos of the executive board and the launch committee members. Chuck Walker will collect short bios on each to accompany each photo. It is hoped when B.A.S.S. is ready to publish the NCBF, they will do it in grand style.

There was a discussion during the call on how we can increase our D.C. membership. Keith and Alan developed a flyer and forwarded it to B.A.S.S. B.A.S.S. is willing to get the message to all D.C. B.A.S.S. members that we exist.

                                                                                                                       

Web Site: A vote was taken to approve the registration of  “fishncbf.com” as our additional logon to the web page. The log on is working. Keith will advise B.A.S.S. of the change in addresses for the flyer. Keith is working on a link to B.A.S.S web site from the NCBF page.

The events page will be updated to correspond with the most resent events. Keith is looking for a web-master among our ranks.

A computer archive will be opened to house our old issues. A classified section will be developed.

 National Fishing and Boating Week: On Monday, June 3rd from 9:30 AM to 3 PM, NCBF members assisted the D.C. Fisheries and Wildlife Agency, at this annual event held on the Mall. This event assisted kids fishing the well-stocked pond at the Constitution Gardens.

 Clothing: NCBF is working with Becky Sission (301-774-4503) to be our sole source to place NCBF logo on member clothing. John Sission, will handle all orders for clothing to include logos, shirts, hats, jackets and any thing that is worn while on the water. John will be your contact with Becky. Please call them for other embroidery work, i.e., golf shirts, other logos, etc. A flyer and price list is being developed. This information will be placed on the website. Larry Yates, 1st Vice President, has produced the necessary pictures of clothing for the web site. Keith will install.

 Gaylans Seminars: Chris Nickleson, Gaylans General Manager, and several members of NCBF are working lining up sports guides to give monthly seminars, each month, at both Gaylan stores. Each event will be publicized by us and by the store. We need the help of those that can teach a sport, i.e., fishing, archery, golf, kayaking, etc. Each vendor can promote his business. For our help getting customers in the store, Gaylans is and will remain our sponsor.

            Brent Nelson has made two signs for the counters at both Galyan stores. The general manager requested the sign be made bigger and this has be done. The plan is, on the 2nd Friday of each month at Gaithersburg and the 3rd Friday at Fair Lakes, the seminars will be the held. Please make your purchases those nights and stop in at the seminars.

Oxon. Cove Cleanup: Kevin Miller is working with the District to provide a method of transporting the trash away. This area does not have an area for trucks to pull up and take a load away. 

Next Executive Board Meeting: The next Board meeting will take place on August 20, 2002. The All Members conference is scheduled for Sunday, July 21, 2002 at the Fire & Police Training Academy in Darnstown, Maryland.
