Executive Board Meeting

June 17, 2003  

Location: The Nations Capitol Bass Federation (NCBF) meeting was held at the Trinity United Methodist Church . The Church is located at the corner of Germantown Road and Clopper Road in Germantown , Maryland .

Call To Order: The scheduled 7:00 PM meeting was called to order at 7:05 PM .

Roll Call: Chuck Walker, Chuck Hartzman, Dave Hamrick, Wayne Ball, Jim Kline, Larry Yates, and Cedric Simon Jr. were in attendance.

Treasury Report: Keith Wright will forward the Treasurer’s report to Dave Hamrick upon his return to the area.

Old Business:

501C3: The NCBF application for a Federal 501c3 status has been reviewed by an IRS Exempt Organization Specialist. The review Specialist noted several line items that led her to send a request for clarification. Her question was “are we getting the most of our money from contributions and fund-raising efforts or from dues? The NCBF replied that our goal is to get major contributions rather than any other way. This is true in 2002. That response was mailed back on June 6th, one week before the deadline for responding.

Taxes – Other States: Chuck Walker reported that any taxable sales by the NCBF will require a Sales and Use Tax License from Maryland and Virginia . We applied and Maryland ’s has issued a Sales and Use License to the NCBF with a quarterly reporting requirement. He suggest holding off applying for the Virginia license. The NCBF does not “sell taxable items”.

Fishing School Tournament: This project is in the final stages of development. We expect the tournament to be held on Thursday, August 7th. The Fishing School volunteer committee is working on getting national sponsors to be the host of the event. All NCBF boater and non-boaters will be asked to work the tournament that day.

Trout Pond: A committee has discussed starting the building of a trout pond. It will save us money and also make us money. The pond will be compartment zed for different uses to accommodate the size space available to set up the pond. Keith Wright and Greg Dice are committee leaders on this project.

State Team(s): Funding for the adult and junior NCBF 2003 state team’s has been set. Danny Shanz, the adult NCBF state team captain, has made reservations and arranged for team clothes to be purchased from Becky Sisson. Bo Curry and Dave Hamrick will coordinate getting pant sizes from team members for the Diamond Cut Jeans. All shirt patches with instructions have been forwarded to Becky (Stitch-N-Stuff). Debbie Muth has arranged for the junior state team lodging and team clothing. Alan Mullis, Jim Kline and Kevin Miller will attend the junior event as boat captains.

New Business:

Second Tournament 2003: The second NCBF tournament is on June 29th and will launch at the Anacostia Park . Alan will check with Lawrence Burgess, Park Superintendent, concerning Bonding, insurance, early opening and parking. No one fishes without a membership application on file.

Bolling Air Force Tournament:  The NCBF has been invited back for an August event at the base. All members should check with the tournament coordinator, Chuck Hartzman to get an excellent review on how well run this event is.

Anacostia River Research: The University of Massachusetts Science Department, Amherst, is part of a national effort to research, teach and outreach to like groups concerning efforts to promote a more ecological city, especially urban rivers such as the Anacostia. Chuck Walker offered to give a visiting committee an opportitunity to tour the river from an NCBF member’s boat (2) on June 17th. The rains would not let up during their visit and they requested a new date later in the summer.

PVA Tournament: Phyllis the PVA coordinator, called Alan concerned that the tournament was 24 boats short. Alan called all of the NCBF boaters to request their help in meeting the need. Most that were not working and had their boats available, volunteered to help. Phyllis can be reached on 800-786-2039 if anyone changes their mind and can help.

Galyans: Tara, the regional manager at Galyans emailed Alan notifying him that Galyans will no longer give contributions, donations or awards to any group that does not have an IRS 501c3 exempt classification issued to non profit originations. The required form is on their website and is a major document.

Old Website Address: Alan requests the website committee work with Network Solutions to remove the website www.fishncbf.com.

Stationary: All information has been delivered to Brian Kelly by Dave Hamrick. Brian reported he will get two thousand copies on the press as soon as he can fit it in. He expects to deliver the stationary to Dave Hamrick no later then June 23rd.

BASS/ESPN: BASS policies have changed toward paying the expenses of state Presidents to come to the national meetings. They will pay for the hotel and some meals, but not airfare. The 2003 Classic will be the last time we will be invited to attend the Classic at their expenses, minus airfare. Chuck will represent NCBF at the Classic in New Orleans , July 29th through August 3rd.

Ranger Cup Awards Program: After reviewing the program, Alan recommends NCBF signing the contract. The motion to sign the package was made by Jim Kline and seconded by Chuck Hartzman.

Fishing Tackle for Boys and Girls Clubs: Chuck Hartzman collected the tackle and asked Chuck Walker, Larry Yates and Alan Mullis’s help in dividing the tackle into tackle bags. Alan has collected all bags for distribution within the District of Columbia clubhouses.

Other Business:

The next Meeting will be for The Full Membership on July 20th. The date is a change from the normal 2nd Sunday of the month. The meeting will be held at the Police & Fire Training Academy on Route 28, Darnestown Road and Great Seneca Highway in Germantown , Md.

The meeting was adjourned at 7:59 pm .
