May
21, 2002
Location: The Nations Capitol Bass Federation Executive Board meet at
Saint Lukes Methodist Church, 3655 Calvert Street N.W., (Corner of Calvert And
Wisconsin Avenue), Washington, D.C. 20016.
Call To Order: The meeting was called to order at 7:35 PM.
Roll Call: Alan Mullis, Chuck Walker, Keith Wright, and Danny Shantz
Jr., Kevin Miller
Treasurer’s Report: Keith Wright (Treasurer) reported an income of $18,645 with
expenses totaling $7,809, for a net balance of $10,835.
Tournament Committee: The first tournament was a great
success. Twenty-one boaters and riders competed in separate divisions for
winnings totaling $3677. All tournament contestants and staff were home before
the tornado swept across the Potomac River through Charles County, Maryland.
There were reports several other anglers were on the river during that time and
deeply regretted not heeding the warnings that were overhead.
The Treasurer will spend $500 to purchase the weigh-in tanks and
scales used at the tournament. This purchase includes all other equipment
necessary to conduct a tournament, except for the laptop. All members are to
keep an eye out for a mobile trailer for the above supplies. Please call Alan
Mullis (301-349-2081) if one is spotted for sale.
The NCBF is working with Ira Palmer in the effort to get the
Anacostia River ramp ready for NCBF use. There are several issues, we believe
can be resolved to make the ramp usable for the NCBF and for any other
organization wanting access to D.C. waters from D.C.
Alan Mullis will ask Grant Goldbeck to write articles about the
NCBF tournaments to include the results and winners.
Membership: Keith Wright reported NCBF has 74 members on our roster.
The NCBF communication committee spoke
with Ira Palmer, and agreed the NCBF will supply D.C. with enough pre-printed
post cards to mail to all D.C. residents who have purchased a D.C. fishing
license. NCBF will print the message and pay for the postage.
Al Smith (B.A.S.S. Federation Director)
has requested we put more effort into increasing our membership, especially in
Washington, D.C. The NCBF and Al discussed two methods to notify District
residents of our existence. Alan Mullis is developing these methods. If we are
successful in increasing our rolls with real bass fisherman, there is a
possibility our Charter will be considered earlier in 2003.
Larry Yates (1st Vice
President) has sent NCBF flyers to Ira Palmer for distribution to all fishing
license distribution locations.
He and Alan have accepted an invitation
to pass out flyers and application to the Fraternal Order of Police (FOP) Local
in D.C., and the Metropolitan Police Boys and Girls Club. Each group will place
the information in their respective duty station, clubhouses and newsletters.
Larry and Alan will speak at the FOP meeting on Tuesday, June 13th,
2002.
Computer and Members: Chuck Walker (Secretary) reported a
majority of our members do not utilize their home computers to send and receive
messages from the NCBF. Based on that fact, those same members are not aware of
the many issues in the NCBF. The Board has approved mailing information to keep
all of our members informed. The letters will include minutes, request to serve,
project requirements and announcements, and all future events. A membership
application and a tournament application will be included. This letter will be
posted on the web site.
Friends of the Potomac: Bill Kramer (Tournament Projects)
completed the necessary arrangements with the NCBF for all the help he will need
the day of the Friends of the Potomac tournament (June 14, 2002). This
event is host to local and national celebrities to a fishing day on the Potomac.
The NCBF members will participate because Bill is one of ours and the event
generates a lot of publicity for them and for us.
Incorporation Papers. As reported at the last executive board
meeting, Chuck Walker reported the signed incorporation documents have been
forwarded to the District of Columbia Department of Consumer and Regulatory
Affairs for approval. The agency sent them back with a request to add all the
Incorporators to the document. The signature process was completed and mailed
back on May 8, 2002. Their review process generally takes three to four weeks to
complete before we are notified of our status.
Youth: Debbie Muth (Youth Chairperson) has completed her plans for the
NCBF youth camping program. This project is coordinated through Sylvia Whitworth
at D.C. Fisheries and Wildlife on the Youth Aquatic Education program. On July
27th and 28th,
the youth members of the organization will host a cookout for the Washington,
D.C. Boys and Girls Police Club. The D.C. kids will spend the 27th
fishing, swimming, taking boat rides and eating as much, and as often as
possible. The event will take place on a farm located on the Potomac River, in
Charles County Maryland. The NCBF members and families will work with these kids
and then after sending the D.C. kids home, spend the night camping out. The NCBF
kids will do a role reversal and spend the 28th, teaching the adults
how to fish, put on lures, take fish off the hook, boating safety and cook for
the group. All friends, family and kids are welcome.
B.A.S.S. Al
Smith, via the phone, was pleased with the NCBF’s quarterly report. Several
suggestions from Al included listing the number of attendees to all our meetings
and developing a single info/fact sheet describing the NCBF and its Operations
Officers. There was a discussion during the call on how we can increase our D.C.
membership. B.A.S.S. is willing to discuss and develop a method of getting the
message to all D.C. residents that we exist. The NCBF will follow through with
this project as discussed.
Web Site: A vote was taken to approve the registration of
“fishncbf.com” as our additional logon to the web page.
The events page will be updated to correspond with the most resent
events. Keith is looking for a web-master among our ranks.
A computer archive will be opened to
house our old issues. A classified section will be developed.
The installation of a message board was
postponed until 2003.
Anacostia Cleanup: The NCBF, in coordination with the D.C. Anacostia Watershed
Society assisted in their effort to clean up the Anacostia shoreline on
Saturday, April
20 2002.
This project was an NCBF authorized project. Twelve (12) NCBF members and (320)
D.C. residents worked on the ramp and river shoreline. You’ll have to view the
NCBF web site to see the amount of trash that was collected. All attendees were
served a big lunch.
National Fishing and Boating Week:
This annual event will be held on the Mall. NCBF members have been asked to
assist the D.C. Fisheries and Wildlife Agency on Monday, June 3rd
from 9:30 Am to 3 PM. We will assist kids fishing the well-stocked pond at the
Constitution Gardens. We need help badly. Call Alan Mullis (301-349-2081) and
show up.
Clothing: NCBF has been working with Becky Sission (301-774-4503) to
be our sole source to place NCBF logo on member clothing. John Sission, will
handle all orders for clothing to include logos, shirts, hats, jackets and any
thing that is worn while on the water. John will be your contact with Becky.
Please call them for other embroidery work, i.e., golf shirts, other logos, etc.
A flyer and price list is being developed.
Gaylans Seminars: Several members of NCBF are working lining up sports
guides to give monthly seminars, each month, at both Gaylan stores. Each event
will be publicized by us and by the store. We need the help of those that can
teach a sport, i.e., fishing, archery, golf, kayaking, etc. Each vendor can
promote his business. For our help getting customers in the store, Gaylans is
and will remain our sponsor.
Next Executive Board Meeting: The next meeting will take place at
Saint Luke’s United Methodist Church. 3655 Calvert Street, N.W., Washington,
D.C. (Corner of Wisconsin Avenue & Calvert Street – in the Wesley Room at
7:00 PM) on June 18, 2002 (Please
check this site regularly as the locations of the board meetings are subject to
change). A full membership meeting will be held
on July 14, 2002.
The meeting was adjourned at 10:25 PM.
Respectfully submitted,
Chuck Walker/NCBF Secretary
