Report:
Keith Wright presented the Treasurer’s Report.
OLD BUSINESS
Fishing
School
Banquet and Auction: The NCBF wished to thank everyone that
assisted with The Fishing School tournament. It was a great day for the kids and
Charity Works, the sponsor. A donation was made to the NCBF in the amount of
$10,000 for our work at the event and those funds were used to send our State
Team to the EDT in
Vermont
.
NOTE:
Brian Lancaster, the NCBF event planner, is looking for a suspender life jacket
that has Ranger Boats emblem on it. That jacket was a gift from Forrest Wood to
Brian and he would like to get it back. Please contact Alan, Brian or any NCBF
Board member if you find it in your possession. Brian deserves a lot of credit
for his hard work making this event a class act for the kids and the NCBF.

President
Alan Mullis, Christy Mullis, Brian and Chris Lancaster attended the black-tie
awards dinner/banquet for the
Fishing
School
sponsors,
donors and participants that raised funds for the school. He reported the event
was first class and all seemed to enjoy the event. Alan placed bids on several
items, but soon found that the salary of a Federation President will not allow
him to bid on a ten cent candy bar. To avoid his being embarrassed in the
further, it may be time to give him a raise.
Boys
& Girls Club Project:
Fourteen NCBF members met at
Anacostia
Park
on Sunday September 28th
to give kids in the Metropolitan Police Boys and Girls Clubs a chance to learn
how to fish and actually catch fish. The NCBF donated 50 rods and reels for the
Club and taught each child how to use them. Each and every kid caught lots of
cat fish, bass, yellow perch and a rock fish. The kids fished from the ramp dock
and the bank areas. Pictures are on the web site. The 50 Zebco 404 rods and reel
combos were purchased from Bass Pro Shops for $775. The $1099 winnings from the
State Team paid for the equipment.
NCBF
Clothing:
Becky Sisson is taking orders for sports clothing. She is able to purchase and
stitch your ideas onto the clothing. She can provide all the club or team wear
you may need. The NCBF line of clothing and decals have been posted with
pictures and prices. The company is Stitch-N-Stuff at 301-774-4503 or link

She has been very generous with her time and in supplying all the clothing for
our Junior and Adult State Teams.
Trout
Pond: Greg Dice, Wayne Winninger, Alan Mullis and Keith Wright assisted
in designing a portable Trout fishing pond to be used at kid’s events. The
cost to construct the pond would be approximately $1000. After discussion, the
decision was made to postpone the construction until a method of contacting
vendors, having delivery and set-up crews, and having the necessary staff to
follow through was found.

Site: It is
important to visit the NCBF web-site because it contains current events,
tournament information, application(s) and future programs. The Secretary will
mail info to all members without e-mail access. The NCBF web-site is linked to
the B.A.S.S. web-site and all other Federations. Please forward your email

Adult
State
Team: Danny Shantz as captain and Alan Mullis reported our State Team had a
great time at the Eastern Divisional Tournament (EDT) representing the NCBF on
Lake Champlain
in
Vermont
. Although the team
came in 13th, all members caught limits and reported huge catches of
fish by all teams. Danny will be going to the Nationals in April 2004 to compete
against 13 others for a chance to go to the Classic.
The 168 anglers in the contest caught 2133 bass,
weighting 5569 pounds. Because of the huge number of fish caught, BASS’s live
release boat could not manage the catch. It was reported after the tournament,
they lost 95% of the bass which works out to be nearly 500 bass dying. A major
investigation is underway in
Vermont
and at BASS.
BASS
Tour Slots: BASS has offered tour slots again but none of the NCBF members
have expresses an interest in applying. Contact Alan before the 15th
of October.
The
Ranger Contract has been presented several times and the decision was made
to hold the subject over until the next Executive Board is elected. It is
expected a new crop on offers will be presented to us in the spring.
NEW BUSINESS
Elections:
The new executive board nomination forms were mailed after the September 16th,
Executive Board meeting. The nominations will be turned to the Board at the
November 18th Executive Board meeting. The list of nominees will be distributed
to the members for their vote after that meeting. The new Executive Board will
be sworn in at the January 2004 President’s/Member Conference.
Membership
Compliance: Dave Hamrick, Secretary, has been asked to report, at the next
Executive Board meeting, on those members needing to meet the by-laws
requirements to remain in good standing. The report will be used to determine a
roster of NCBF members for 2004.
2004
NCBF Dues:
It is time to pay your $60 dues again. All dues must be received by November 15th
or there will be a $15 late fee. If your friends have asked you about the NCBF,
bring them to a meeting or have them call or email Chuck Walker on 301-977-5282

Bassmaster
Magazines: BASS had extra issues of the May and September 2003 issues of the
magazines 100 copies of each have been delivered to Alan. If you have a need for
those issues, call Alan at 301-349-2081. The NCBF will hand them out at our
public events.
Bassmaster
Classic: The Classic will be in
Charlotte
,
North
Carolina
from July
30th to
August 1, 2004
.
Federation
Presidents Strategy Session: BASS has asked all Federation Presidents to attend a
planning session in
Atlanta
November 22nd
and 23rd. The plan is to develop a five year plan for the Federations
and its relationship with BASS. BASS will cover all expenses for Alan to attend.
Federation
Stock Certificates: The Bass United Federations Inc. will be sending each federation a stock
certificate showing our vested interest in the Bass Federation.
Last
NCBF Tournament: The last NCBF tournament will be held on Sunday the 26th at
Anacostia
Park
. All applications will
be presented at the draw on October 17th at Galyans at
7:00 PM
, second floor. Danny
Shantz will be officiating at the draw.
