Presidents Conference Minutes

January 20, 2002

 

Location: Montgomery County Fire & Police Training Academy – Rockville, Maryland

Called To Order: 10:30 AM

2002 Launch Committee Board Members Present: Alan Mullis, Larry Yates, Bo Curry, Keith Wright, and Chuck Walker.

Welcome: President Alan Mullis opened the first meeting of the Nations Capitol Bass Federation (NCBF) thanking Federation Members and guest for attending. He expressed our belief that this Federation will be a great addition to B.A.S.S. and to the untapped resources in the District Of Columbia. He reiterated that the NCBF could make a difference with Youth, Conservation and fishing resources in DC.

Treasurer’s Report: Of the $60 Membership dues collected, $15 went to B.A.S.S. for our National Federation dues. The remaining $45 will be used to fund our youth and conservation effort; park & ramp fees; secretary expenses; fund our 2003 state team; and any other expenses that may occur. Keith gave a report of income and expenses to date..

Contingency Charter: Alan Mullis gave an explanation of what the contingency charter means to its members with the following: 1) If NCBF follows the by-laws approved by B.A.S.S., and pass a review of our practices by Al Smith, Federation Director, we will be fully accredited in July 2003. 2) We must make an imprint in DC during 2002 and continue to do so in 2003. 3) Al Smith will review our progress in June 2002 and advise us, if necessary. 4) If all goes well in 2002, we can field the first NCBF State Team in 2003. 4) We must have 80% of our event within the District of Columbia, including meetings. All the necessary paperwork required to become a Federation was mailed to B.A.S.S. on December 30, 2001.

Elections: The floor was opened for nominations for the 2002 executive board. A vote was taken and the results were: President – Alan Mullis, 1st VP – Larry Yates; 2nd VP – Bo Curry; Secretary – Chuck Walker; and Treasurer – Keith Wright. A big thank you went out to the launch committee and Al Smith for making the NCBF happen.

By-laws: The floor was opened to discussion on the by-laws. After discussion a vote was taken to keep the current by-laws in place as written. The membership was advised that any request to make changes were to written and presented to the executive board at one of its monthly meetings. All members in attendance voted in the affirmative.

Incorporation Papers: Chuck Walker reported the NCBF is required to incorporate in the District Of Columbia. In order to do so legally, we must have a law firm, with offices in DC, to represent us. A request went out to the attendees to recommend a firm to assist us in finding a firm, free if possible, in filing the necessary paperwork.

Membership Requirements: All members are required to participate in a minimum of 5 events each year to remain in the NCBF. The events include Presidents Conferences, Tournament Trail, conservation projects, youth projects and many other events we will add to the schedule. Discussions with a Board member must take place whenever a conflict effects your ability to participate in any event. All members are encouraged to DO THEM ALL. Bring the family.

Tournaments: Larry Yates went over the tournament rules and how the 2003 State Team positions would come from the trail. He offered some dates and locations for the tournaments. Bruce Jones recommended, during discussions, the NCBF hold all three tournaments in DC. After further discussion, a vote was taken to hold all three tournaments out of Washington D.C. The dates are April 28th, June 30th and October 13th. Times will be announced.

Projects: After a brief discussion it was decided that the three projects would be an Oxon Cove clean up, National Fishing Week, and to aid with the D.C. Fisheries and Wildlife Aquatic Education program. Clubs and members will be doing castingkids and other conservation projects.

Youth: Debbie Muth is the Youth Director for NCBF. She spoke about some of the youth projects that NCBF will be involved with and had several members volunteer to sponsor the kids clubs. Debbie has already been in contact with several people in D.C. who have kids ready to form jr. clubs.

Sponsors: Keith Wright and John Sisson are heading up this group and have already brought in a nice list of sponsors. Douglas Battery, Mercury Motors, and Ranger Boats to name a few, and these guys are working a few big deals yet to come.

Committee and Division Heads: Alan Mullis asked that anyone willing to do more than the by-laws require, sign up with Chuck Walker or talk with division heads and let them know you willing. Many members signed up or told division heads they were available. Alan said that this shows him that NCBF is truly on the right track with the right group of people.

Conservation: Ken Penrod will be our conservation advisor and Bing Bengton will assist this effort. Our first conservation effort is to be as paperless as possible. It will be important for all to submit your e-mail address and check for messages. Please advise Chuck Walker if you do not have access to e-mail.
