NCBF Executive Board Meeting Minutes

May 17, 2005

Location: The Nations Capitol Bass Federation (NCBF) meeting was held at the Trinity United Methodist Church . The Church is located at the corner of Germantown Road and Clopper Road in Germantown , Maryland .

Call to Order:  The meeting was called to order at 7:20 pm .

Roll Call:  Executive Board members and others in attendance: Chuck Walker, Mike Dodd, Steve Chaney, Jim Kline, Brian Cox, Danny Shanz, and Chuck Hartzman. Nancy Martell-Stevenson gave an update on the Murch ES Fishing Day at Black Hills on June 19th.

Treasurer’s Report: Total current balance is $12979.89. For detailed information see the Profit and Loss Detail report prepared and submitted by Jim Kline.

Membership Totals: Total membership is 71. 68 are “Full” members and 3 “Associate” members.

Old Business

U.S. Park Service: The U.S. Park Service Bond refund has finally been deposited in the Sandy Spring Bank. Keith Wright has since closed the Sandy Spring account and the funds have been transferred to the Chevy Chase Bank by Treasurer, Jim Kline.

2004 State Team Standings: The team members are posted on our website.

 

New Business

Bass Federation Insurance: The current BASS Insurance policy is strictly for Federation volunteers at events that do not have a cover charge or entry fee. The NCBF and other Federations will have to purchase additional insurance to cover over and above the BASS coverage. This coverage is a type of legal defense cost for the Federation.

Nationals in Orlando : Doing the conference at the Nationals, BASS left out a “Practice Time” before the 2006 Classic for the six National Division winners. This new schedule also affects the CastingKids program. The Federation Presidents requested BASS rethink this proposal and get back to us at the Classic. The Classic will no longer be held in July/August. Try the winter months in Florida .

Weekend Series: Many Federation members believed BASS set aside the first 25 slots for Federation members and then closed the door to the Weekend Series and gave the remaining slots to non Federation BASS members. BASS has asked all Federation members to reapply because the field is never full in the East and Northeast.

Member Boat Insurance: BASS has required all tournament boaters increase the Liability limits on their Boat Insurance Policies from $100,000 to $300,000. It is recommended NCBF members do the same. The 2006 NCBF tournament rules will be changed to $300,000.

The Federation Inc. sponsors are Pennzoil, CAST and Skeeter.

New Type BASS Membership: BASS has come up with a “newnon Federation membership for $59.95 annually. These members will not fish, but want to volunteer their time to youth and conservation work. This is similar to the NCBF “Associate Member”. We have a fee of $10.

Life Vest Issues: BASS requires Type 4 life jackets (like the Sospenders) be worn at all times while in a boat verses the Type 3 (standard fishing type life jacket) which can be removed when the combustion engine is not running. In addition to keeping the Type 4 on at all times, a boater must also have a Type 3 life jacket on board the vessel in the event that the Type 4 fails to function. 

NCBF Federation Patches: 100 more NCBF patches will be ordered.

Maryland Bass Federation: MBF has invited the NCBF and other states to participate in a Junior Bassmaster fishing derby on the Potomac on June 18th. Debbie Muth has agreed to enter six NCBF junior members in the contest. We need volunteers.

(301) 934-1129 to help out in another capacity ASAP. This is an important event and we need to do this to get our kids ready for the new Mid Atlantic Regional in 2006 (Deadline October 31, 2005 ).

2005 Tournament Plaques: Jim Kline has ordered all the plaques for the 2005 tournament season and the 2003 and 2004 Angler-Of –The-Year plaques. A motion was made, seconded and approved to include AOY plaques for the Non-Boater AOY for 2002 (Steve Chaney), 2003 (Greg Dice), and 2004 (Nate Routzahn).

Laptop Computer Requirement: The Tournament program is loaded on the laptop.

Park Permit/Launch Fee’s: The collection process used for at the first tournament for ramp fees did not work. A proposal was made to collect ramp fees PRIOR to blast-off at the pre-tournament meeting. Some people paid at the entrance while others were given a “pass”. The “pass” meant that the launch fee would be paid after the tournament by NCBF. If you did not pay a ramp fee at the first tournament please contact Chuck Walker to make arrangements to pay back the federation.

Weigh-In Forms: The Tournament Weigh-in form template has been sent to Kelly Press for design and printing. Danny Kelly has been away from the plant for several months and needs his OK to proceed.

Insurance for Events: All NCBF events requiring membership volunteers have been applied for and returned to the President by the insurance company.
