NCBF Membership Special Meeting

Location: The Nations Capitol Bass Federation (NCBF) meeting was held at the Montgomery County Police and Fireman’s Training Academy located on Great Seneca Highway between Darnestown Road (Rte 28) and Key West Highway in Rockville , Maryland . 

Call to Order: Called to order at 10:15 AM .

Roll Call:  Executive Board members and others in attendance: Chuck Walker, Bo Curry, Jim Kline and Tim Cameron. Other attendees included past President Alan Mullis, Nate Routzahn, Shawn Ezerski, Chuck Hartzman, Pete O’Donnell, Larry Yates, Scott Peterson, Mickey McCleary, Mike Dodd, Nancy Martell-Stevenson, Seth Brohawn, John Celada, Jim Borum, Ira Burnim, Mark Leone and Steve Chaney.

Treasurer’s Report: Jim Kline reported the NCBF had $4710.71 as of January 22, 2006 .

 

Old Business   

2006 Executive Board: The Executive Board for 2006 will be Chuck Walker, President; Bo Curry, 1st Vice President; Tim Cameron, 2nd Vice President; and John Sisson, Secretary. All were sworn in by Past President Alan Mullis except for Jim Kline our Treasurer and John Sisson. John will be sworn in at the February Executive Board meeting.

Jim has asked to be relieved of his duties as Treasurer so that he can spend more time developing the youth programs in Maryland . It is so noted that the NCBF wish to thank Jim and his wife Debbie for the many hours he has spent keeping the Federation treasury in order and his many hours traveling to our youth events. The Board will put out a call for a new Treasurer.

Banner: The banner was lost at the Nanticoke tournament. We will investigate having the banner replaced and the trailer painted with our logo.

2006 State Team: The team members and alternates are posted on the website. Several calls requesting clarification on the team makeup have been answered based on the 2005 Participation charts.

2006 NCBF Tournament Trail: Bo Curry has submitted the calendar of “other” tournaments. He and I will put together a list of NCBF dates for the February meeting.

Non-Boater Fees: The proposal has been approved by membership vote to set a fee of $40.00 plus the ramp fee.

Increased Annual Membership Dues: The annual membership dues have been approved to be raised to from $60 to $75, effective January 2006.

Proposed Change to the Angler of the Year Qualifying Format:  The proposed requirement that an angler must fish ALL NCBF qualifying tournaments to be the AOY has been approved. Several inquiries have come to the Presidents attention and we will re-address the issues at the February Executive Board meeting.

                                    New Business – Special Meeting

The NCBF members had given the President the authorization to decide the further of the NCBF when the nation’s presidents met at the BASS Nationals in Leesburg , Florida in mid January, 2006. The issue was whether we, the NCBF, would remain affiliated with BASS or join The Bass Federation, Inc.(TBF) in their effort to begin a Forrest L. Wood (FLW) Federation. After five days listening to both presentations, it became clear we (the Federations) would no longer have a voice in BASS/ESPN. We were told repeatedly in the BASS/ESPN meetings, BASS had decided the course for the Federations and we had NO say in the changes.

The FLW President, Irwin Jacobs, Forrest Wood and the Ranger Boat CEO presented an offer that would allow us to remain as we were with a huge increase in benefits to our fishermen, youth and in our conservation efforts. Below is a brief comparison of the two programs.

ESPN/BASS

  1. The 12 man state team plus the alternate Divisional(s) will end after 2006. The state champion angler will go to the National in 2007, the last year under that format. The Federation Classic spot ends in 2008 and a new format will be used.
  2. In 2007, each club within a state federation can send a “six man” team to fish a “Qualifier.” All teams will consist of 3 non-boaters and 3 boaters. Club size could allow additional teams from that club.
  3. After the Qualifier, each state will send a six man team to the regional tournament (from 6 regions to 10). Pairings will be random, not with teammates.
  4. Each state can send 6 six man teams. The team members will pay $250 each to BASS ($9000). The state must figure out how to pay the cost plus travel and lodging. Small states could not afford to pay for the teams.
  5. State and Regional entry fees will be charged to Each Angler or your Federation will have to pay it.
  6. Top six teams from each of ten regions fish the BASS Six Angler World Championship.
  7. Six Triton boats to the top six winners.
  8. The Classic spot is not discussed anywhere after 2007 for Federation anglers.

TBF/FLW:

  1. There will be a State Team consisting of 15 members. (1 More than current).
  2. Two members from each of six regions will advance to the Nationals. (Co-Angler added). Lots of dollars plus more dollars if you own a Ranger Boat.
  3. Nationals will advance 6 boaters and 6 co-anglers to the BFL All American (Classic May 2007 – Boats provided & fees paid).
  4. Top 2 anglers of the six will advance to the Forrest L. Woods Cup (June 2007). 1 million dollar payout. The Federation National Champion will receive the “Living the Dream” slot for one year with a fully paid entry fee in the FLW Tour or FLW Series. This includes a wrapped truck and boat for use during the tournament season.
  5. From Item 9, AOY or State Champion advances to the Division State Champion Tournament thru BassFan.com.
  6. Twelve will advance to the BassFan Weekend Warriors Tournament ($100,000 payout – no entry fee).
  7. FLW magazine will replace Bass Master, 25% discount on clothing, special health, boat and personal insurance and discounts on many consumer electronics.
  8. Lots of TV coverage and guaranteed entry or early entry to the FLW tournaments.
  9. Junior angler and casting kids travel assistance money.
  10. A boat buying program for members with discounts and a $400 credit to the Federation.

What we will have to do as a Federation:

At least 60% of the NCBF must switch to the FLW before February 1, 2006 . We will reach that goal.

We have to pay $15 for each member. This has been included in your NCBF dues and will be paid to the TBF.

There are exclusive sponsors associated with this offer and we cannot show competing sponsors on our web’s front page, Ranger and Triton as an example. Ranger goes on the front page and Triton on the links page. No NCBF sponsor can be rejected by the FLW.

We will submit our member list to the TBF. They will see that we as members are insured as a Federation.
