NCBF MEMBERSHIP MEETING MINUTES

April 4, 2004

 

Location: The Nations Capitol Bass Federation Executive Board meeting was held at Galyans in Gaithersburg , MD. This quarterly meeting is normally held on the 3rd Sunday in January, April, July, and October. This meeting was rescheduled from because of Easter Sunday.

Call to Order:  The meeting was called to order at 10:10 am .

Roll Call:  Board members in attendance: Chuck Walker, Bo Curry, Jim Kline, Chuck Hartzman and others as listed on the sign-in sheet.

Treasurer’s Report: Jim Kline reports that the current balance is $16,490.81. All expenses have been paid to date. Effective immediately, all money for membership and tournaments, along with the applications will be mailed to the Treasurer. Upon receipt the applications will be noted for date/time received. The Treasurer will forward a report to the 1st Vice President prior to the tournament draw deadline date. If the pairings are not evenly matched, last in will be dropped unless a match can be made before the draw. The draw will terminate at the close of the pairings that evening. 

Old Business

Tournaments: Bo Curry reported on the results of the first tournament of 2004 held on the 28th of March. Overall the tournament went very well with only a few minor problems that have been ironed out for the next tournament at Lake Anna on May 16th. 

2004 State Team Issues: Changes have been made to the 2004 State Team resulting in a boater dropping, which opened up a slot for another boater to move up. The next boater who was fully qualified to move up is Danny Shanz.

Associate Membership: Larry Yates has drafted a change to the By-laws for review by the Executive Board concerning Associate Membership.

NEW PROGRAM Announcement: Chuck Walker discussed an opportunity that will allow the NCBF to work toward getting contributions to be applied toward the goals of the Federation. The membership in attendance agreed to proceed and further information will be put out as it happens.

Donations: Chuck Walker reported that he has received several donated products from some of our sponsors that are listed below:

- Pennzoil donated 7 cases of 2-cycle oil (28 gallons) and 300 T-Shirts.

- Yamaha Oil Company has donated 2 cases (8 gallons) of 2-cycle oil.

- (5) Dog tethers were donated by Flowmaster Muffler company.

- NCBF expects to receive batteries in the very near future from Douglas Batteries.

- Zebco is sending rod and reel combos.

- Galyan's is donating several rods (and possibly reels too).

Boy Scout Troop: Richard Branscome, one of the Upper Montgomery County Boy Scout Troop leaders has been advised that members of the NCBF will be there. The event is scheduled for 22 May 2004 from 8:00 – 12:00 at Black Hill Regional Park .

Anacostia Park Cleanup: A total of 18 NCBF members participated along with the United States Park Service in this cleanup on April 3rd. This was an official NCBF project. The effort is coordinated by the Alice Ferguson Foundation annual Potomac River Watershed Cleanup. There are 300 cleanup sites in Maryland , Virginia , Pennsylvania , West Virginia , and Washington , D.C.

Battle Creek Cypress Nature Center :  Saturday or Sunday July 24th or 25th or July 31st or Sunday, August 1st. Approximately 12 kids would like to fish for a day on the Potomac River . The board requested the Center reapply before the May Board meeting.

State Casting Kids Contest- Jim Kline and Debbie Muth held a CastingKids contest at the Police Academy on Saturday 6 March 2004 @ 11:00 am . Bo Curry, Seth Brohawn, Mike Muth, Nathan Routzahn, and Scott Peterson were officials at the event. Our winners were Gus Mullis and Cameron Alexander. Both of them will be going to Tulsa , OK later this month to compete in the Casting Kids national contest. A motion was made to give the families of our winners an additional $250.00 each, to help out with expenses. The motion was seconded and passed.

New Business

Events Roster: The Executive Board will work to put together an “official events list”

Grand Nationals: The Grand Nationals will be held in Tulsa , OK starting April 19-24, 2004 . Danny Shanz, Chuck Walker, and Jim Kline will be attending. Also attending will be Alan Mullis to receive 4 of 6 national Chapter awards from BASS

Boy Scouts Fishing Derby - Black Hills Regional park Saturday, 22 May 2004

NCBF Tournament Schedule- 16 May, 20 June, 15 August, and 2 October (Open Team Tournament).

Maryland Tidal Bass Tagging Studies: DNR is doing a tidal fish study of both the best rivers ( Upper Susquanna , Potomac , and the Sassafras) and the worst rivers (the Nanticoke , Chester , Patuxant, Wicomico, Elk, Dundee , Choptank, Northeast and Marshyhope). These studies are based on a very strong stocking program, tagging program and recapture program.

NCBF Fishing School : Some discussion concerning new members has taken place. A new member suggested that maybe we have some seminars/classes for anyone who may be new to fishing/boating perhaps before they actually fish a tournament. Should we start a fishing school for new members concerning rod & reels, tackle and techniques, boat use, tournament rules, etc. etc.? It was suggested this idea be put into action with funds contributed to the Federation.

Website Changes: Chuck Walker will be meeting with Dave Hamrick on 12 April to go over the website and make changes/adjustments/updates.

2004 Web Calendar of Events: Larry Yates has agreed to continue producing and updating the NCBF Calendar. Please keep Larry informed if you become aware of events that should be on the calendar or events impacting NCBF scheduled events. His email is lyates@trucking.org.

NCBF Apparel: Chuck Hartzman will work with Becky Sisson on getting various apparel items (hats, shirts, etc.) She suggests we stock some items for purchase as a cost savings method for new and old members. Currently it takes weeks to get shirts because we are only ordering a few at a time.

Next Meeting: The next regularly scheduled NCBF Executive Board meeting is scheduled for 18 May 2004 @ 7:00 PM at the Trinity United Methodist Church in Germantown , MD.
